Diabetes and red feet

My 73 year old husband has had Type 2 diabetes for several years and is doing quite well. When he gets up in the morning
or sits for a long time, his feet get red. We're assuming this is because of lack of circulation, but our doctor has no advice other
than to see a vein surgeon. Does anybody have any other advice as to what he can do to help the circulation in his feet? Thanks!
